Student Complaint Process

As a regionally accredited institution, Bismarck State College has policies and procedures, and a Student Code of Conduct, which guide our delivery of programs and services. Additional information can also be found in our Official Catalog. BSC’s website, Student Code of Conduct, and Academic Catalog outline the appeal process for administrative and academic decisions.

The North Dakota University System

Students who feel their complaint has not been resolved through the college's policies and procedures may contact the North Dakota University System by calling 701-328-2960.
The Higher Learning Commission  
Students who have concerns regarding the college's compliance with the Standards for Accreditation, not a specific student complaint, may learn more by contacting the Higher Learning Commission.

The Department of Education

The Higher Education Opportunity Act (Public Law 110-315) (HEOA) was enacted on August 14, 2008, and reauthorizes the Higher Education Act of 1965, as amended (HEA).

The Higher Education Opportunity Act of 2008 (HEOA) contains numerous federal reporting and disclosure requirements for information from various administrative areas of higher education institutions.

BSC has created a Consumer Information website to provide quick access to this data.

State Authorization Reciprocity Agreements

BSC reviews these educational requirements and related laws for each state and U.S. Territory to determine which programs would allow a BSC graduate to be eligible for licensure exams in that state or U.S. Territory. Additionally, as a participating member of the National Council for State Authorization Reciprocity Agreements (NC-SARA), BSC works cooperatively with other higher education authorities to ensure online courses delivered within all other States and U.S. Territories are compliant with state and federal online education requirements.  This includes providing contact information for state and U.S. Territory licensure boards, state Departments of Higher Education, and for complaint resolution by state.  BSC will continue to monitor state authorization and licensure requirements in the jurisdictions from which students enroll at BSC.

BSC is required to have contact information on its website for out-of-state students who want to file a complaint within their home state. This list is subject to change and the college is working with a number of national organizations to keep this list current.

If an agency is not listed for your state, you may contact the departments of education or higher education, or your Attorney General's office, regardless of whether BSC is required to be registered in that state.
